how does literacy effect the development of a country?

A great deal, everything is dependent on having the ability to read.
To answer the question properly - go visit a foreign country and feel the sense of lost when you can't even read a simple menu. At work when a person with a HIGH SCHOOL education can't read simple work instructions, more time is needed to teach that person the job. In a nut shell it slows it down dramatically. It now takes two people to do the job of one. Not to mention the work lost by the person doing the teaching.
