How do I clean the grease and stains off the bottom of my calphalon pot and pans? I know not to use anything harsher than the tough side of a sponge, but what type of cleaner do I use?

So I have had this fish tank for about two years now and within the past month this white fungus-like stuff has started to grow at the bottom. I take really good care of the tank and have never had a problem. But I don't know how to fix this or even what it is to fix it? I have tried cleaning it all out and within a week its all overgrown again. This stuff only appears at the bottom of the tank, and seems to grow the most under the decor in dark areas, any please help?
